The Township of Scugog is located in the central portion of the Region of Durham and has a population of about 22,000 people. The main urban centre is the community of Port Perry (population 8,500). In addition, there are a number of larger settlement areas including the Communities of Blackstock, Cesarea and Greenbank as well as considerable shoreline development along the shore of Lake Scugog.

The current Official Plan for the Township of Scugog was prepared in 1998 and 1999. Council has directed that the Official Plan be updated. Planning issues in the Municipality include, implementation of the Greenbelt Protection Plan, the Oak Ridges Moraine Plan (completed) and reflecting the Region of Durham Official Plan Update (OPA 114). In addition, the new Official Plan must be consistent with the 2005 Provincial Policy Statement.

A series of Open Houses and Issues Papers were prepared by Meridian related to Growth Management, Environmental Policies, Commercial Policies and Planning Issues.

The preparation of the new Official Plan began with the Planning Directions Report summarizing recommendations as well as requirements for implementation directed by the Provincial and Regional documents. In addition, new Land Use Schedules were prepared using the current GIS technology and air photography.
