 General
Mr. McDonald is currently spending about 60% of his time providing advice to a number of
municipalities, including the Townships of Oro-Medonte, Tiny, Machar and Temagami, the
Municipalities of Meaford and Port Hope, the Towns of Halton Hills, Whitby, Milton, Markham, New
Tecumseth and Cobourg, the City of Brampton, the Region of Halton and the County of
Northumberland. The other 40% of his time is spent assisting landowners in obtaining planning
approvals for developments in the County of Simcoe and the Region of Peel.
 Public Sector
Most of Mr. McDonald time is either spent managing complex planning projects involving a number of
disciplines or providing strategic advice on land use planning matters. In this regard, Mr. McDonald was
responsible for preparing the Oro-Medonte, Tiny, Meaford and Halton Hills Official Plans and is
currently preparing new Official Plans for Milton and New Tecumseth. In addition, Mr. McDonald was
the Project Manager for three Secondary Plans in Oro-Medonte, a Secondary Plan in Markham (Main
Street) and Cobourg (Cobourg East Secondary Plan). Mr. McDonald also recently completed a Growth
Management Study update for the Municipality of Port Hope, pursuant to the new Growth Plan and in
the summer of 2007 was retained by the Town of New Tecumseth to prepare an updated Growth
Management Strategy. Nick is also currently assisting Markham with Growth Plan and Greenbelt Plan
implementation issues and the Region of Halton with the development of an aggregate resources
strategy pursuant to the Growth Plan, Greenbelt Plan and PPS. Nick was also recently retained as the
project manager and planner responsible for the County of Northumberland Growth Management
Strategy.
Nick was also responsible for preparing a new Strategic Plan for Milton (adopted in June 2006) and is
currently the Project Manager responsible for the preparation of a number of municipal department
Service Area Plans to implement the Strategic Plan. This project has a budget of about $600,000 and
involves a number of disciplines. The Service Area Plan that Nick is directly responsible for is the
Planning and Development Department Service Area Plan, through which the impacts of sustained growth on capital projects, operating budgets and staffing levels are being reviewed. Nick is also
preparing a new telecommunications facility protocol in accordance with new Industry Canada
guidelines that were released in June 2007 and which come into effect in January 2008.
Mr. McDonald has also prepared new Comprehensive Zoning By-laws for Oro-Medonte, Tiny, Milton,
Caledon and Markham, and is currently the Project Manager responsible for new By-laws in Meaford and
Halton Hills. Mr. McDonald was also responsible for preparing the Oak Ridges Conservation Area Plan
conformity OPA and By-law for Whitby and Markham and required by-law for Caledon. Mr. McDonald
also completed two separate By-laws for the Central Area of Brampton to implement a number of
urban design initiatives and was retained in the September 2007 to prepare updates to the Central Area
Secondary Plan and the City’s comprehensive zoning by-law for a portion of Main Street north of the
GO station. Recently, Brampton asked Mr. McDonald to provide advice on the establishment of a
Development Permit System for a defined area of the Downtown.
Nick is also responsible for providing on-going planning services on selected projects or initiatives in
Cobourg, Oro-Medonte, Markham, Oro-Medonte, Tiny, Meaford and Temagami.
 Private Sector
Current private sector projects include assisting with the approvals for about 1,400 dwelling units in
the Sandy Cove area of Innisfil, two Plans of Subdivision in Springwater and a number of smaller
developments in Simcoe County. In addition, Nick is currently preparing for a number of Ontario
Municipal Board (OMB) hearings for landowners in central Ontario and has represented other
landowners at the OMB on other matters in the past. Nick also worked closely with one of the larger
developers in the GTA on the development of an appropriate zoning strategy for a major development
in the Region of York.
 Ontario Municipal Board
Mr. McDonald has presented evidence at the Ontario Municipal Board (OMB) on about 40 occasions. In
addition, he has given evidence to the Environmental Review Tribunal on the assumption of a water
system in the Township of Tiny. He has also given evidence at a Hearing of Necessity under the
Expropriation Act.
