ZONING BY-LAWS

Meridian Planning Consultants Inc. ("Meridian") was retained by the City to prepare a new Comprehensive Zoning By-law. This work was a follow-up to our earlier work in preparing the City's new Official Plan. Meridian was tasked with consolidating the permissions and standards of eight stand-alone By-laws. This three-phase project resulted in a new Comprehensive Zoning By-law covering an area larger than the entire Greater Toronto Area along with the preparation of customized explanatory illustrations and supporting technical appendices. Planning research undertaken during Phase 1 included the preparation of comparison tables to harmonize and update definitions, standards, use permissions, general provisions and zone framework. Phase 2 of the project involved best practices research and recommendations to address emerging planning issues in the City, Regions and Province. After a series of workshops with planning and other municipal staff, Meridian prepared a first draft of the new By-law, with subsequent drafts prepared in discussion with planning staff. Meridian also prepared a companion “How To Use This By-law” document and information material for Community Open Houses.
